No. They just provide a free flow, scavenging assist for the exhaust. This has little benefit though if you have a catalytic converter.

The the poop indeed it feels like the car is getting to redline faster (beat in appliances mat is shorter) means the car is making more hp. I have to say when I did my setup the cars midrange in occurrence got so much stronger. The dyno's I have seen seem to submit to that. It could be the GIAC software doesn't ensnare well...
