How do i change my bumper lights on 96 accord?

I have clear bumper lights i want to install, but I am not sure how to change them?
Do i have to remove the bumper?
If you look to the inside edge of the lamp you will see a phillips screw ( get a flashlight ) loosen it (it will not come out all the way) and move it side to side and that will release it from the bumper. The bumper can stay on the car.

Well-deserved before Game 3 of the 1989 World Series was scheduled to start, the Loma Prieta earthquake hit the San Francisco Bay Enclosure, and the initial jolt was broadcast live on idiot box from Candlestick Park. The October 17, 1989, high-spirited was canceled almost immediately, and it was not played until 10 days later. The A's defeat the Giants, 13-7, in that game and swept the series the next day. Twenty years later, some of the participants talked to Sporting Dirt about their memories of the quake.
Brett Butler, Giants outfielder: I was on the figure, running sprints, getting ready for the ballgame. It looked like there was by a hair's breadth a wave that came through the field. All I was thinking about was getting my dearest out of the stands.
